1. Objectives

  1. To develop the areas of nowcasting and very short forecasting at the regional level by means of comprehensive training activities on this field.

  2. To leverage the local capacity, so that a critical mass of trainers can be formed under this activity (i.e., training of trainers).

  3. To interact with potential users of nowcasting in order to develop new tools to their activities based on nowcasting products from measurements, remote sensors,models and blending techniques available over the region.

2. Date and Venue
August 5 to 16, 2013. Faculty of Exact and Natural Sciences -University of Buenos Aires - Argentina.
Note: Trainees are expected to arrive in Buenos Aires on 4 August 2013 and depart on 17 August 2013.

3. Course Contents
The course includes:
1) Forecast Challenges in South America;
2) Radar Basics - Doppler and Polarimetric Radar;
3) Storm Detection & Extrapolation Techniques;
4) Satellite Basics, Satellite Applications & NOAA Products;
5) Quantitative Precipitation Estimation (QPE) Techniques;
6) Severe Weather Detection;
7) Lightning Detection & Applications;
8) MCS and severe weather in SESA;
9) CARDS system;
10) Science of Nowcasting;
11) Nowcast Process & Conceptual Models;
12) NWP Mesoscale Models & Assimilation;
13) Blended Nowcast Systems;
14) Auto nowcaster system;
15) Scale dependence of nowcasting skill by Lagrangian persistence and by NWP;
16) Ensemble forecasting and probabilistic forecasts;
17) Forecast verification.

4. Training Format
Lectures, laboratory practices, group discussion.

6. Language of Instruction
The course will be only conducted in English.

7. Targeted Trainees
Graduate students in atmospheric sciences, NMS personnel, members of WMO RAIII and IV with background in meteorology.
Maximum number of attendees: 40.

8. Participants’ Qualifications for Admission
Participants are required:
a) To be specialized in weather forecasting with a minimum of one year’s professional experience; and/or to be conducting research in topics related with short range weather prediction and/or high impact weather.
b) To be proficient in English.

9. Application and Admission
a) The applicants must be meteorologists who are working in the field of weather forecasting or high impact weather. The candidates are requested to Register in the course web page (http://www.cima.fcen.uba.ar/T-NOTE/) and submit the Application Form (ANNEX II) to the Organizing Committee for examination and
endorsement.
b) Admission Notices will be issued to the accepted participants by e-mail by the Organizing Committee. With the Admission Notices, the participants are requested to go through all the necessary formalities for entering Argentina;
c) Only accepted applicants that receive the Admission Notices endorsed by the Organizing Committee can participate in the training course.

10. Training Expenses
a) Tuition is free for all the accepted participants that receive the endorsed Admission Notices by the Organizing Committee;
b) The international travel costs including round trip tickets, transit fares and subsistence allowance during the travel and living expenses are to be covered by participants, their respective governments, or through other arrangements;
c) The expenses of visa, medical care, insurances and domestic salaries for the participants should be borne by the participants.

11. Insurance
The organizer of the Training Course on Nowcasting does not hold any responsibility for such risks as loss of life, accidents, illness, and loss of property incurred during the whole period of participation in the training course.

12. Deadline for application
Application (see Application Form - ANNEX II) shall be submitted to Ms. Paula Richter no later than

    26 May 2013.
